Downtown Albuquerque Business Improvement District Strategy

There are clear, measurable initiatives that comprise the Downtown Albuquerque BID strategy:

When Downtown experiences a round-the-clock engagement with folks from across the city, there to do business, shop, dine and be entertained, we’ll see…

1. Clean & Safe Team

The Clean Team will also be trained to interact with individuals who are disrupting living and working downtown. They will keep the streets and sidewalks clean, ensuring public areas remain safe, welcoming, and free of debris.

In addition, they will partner closely with existing homeless service providers to connect unhoused individuals with resources, support, and long-term solutions.

While participation in services cannot be mandated, consistent engagement often reduces loitering and helps encourage relocation into programs better equipped to meet their needs.

2. Marketing and Events

A clean and safe Downtown is only part of the equation—awareness is equally essential. Our team is committed to celebrating achievements, promoting Downtown to attract more patrons to local businesses, supporting the growth of existing events, and developing new ones to increase foot traffic. Through strategic marketing and promotion, we aim to positively influence both the perception and the reality of Downtown.

3. Enhanced Cleanliness Measures

Over time, consistent maintenance has been shown to deter encampments, as individuals are less likely to settle in areas that are actively and regularly maintained.

With comprehensive coverage throughout downtown, this strategy reduces the "push effect," encouraging a shift away from high-traffic commercial zones and toward areas where they can more readily access services.

4. Creating a Safer, More Welcoming Environment

A clean, well-maintained environment naturally discourages long-term encampments.
The ongoing presence of the Clean & Safe Team not only improves the appearance of the district but also changes public perception—helping downtown feel safer, more vibrant, and more inviting for businesses, residents, and visitors alike.

5. Strong Coordination with Public Safety

The Clean & Safe Team will maintain direct communication with local law enforcement, enabling rapid response times when assistance is needed—often within minutes.

While enforcement is limited, a visible and coordinated presence has been shown to reduce disruptive behavior and enhance the overall sense of safety in the district.
